Every hex needs Stewards — highly trusted local nodes who seed the initial missions, negotiate Day 1 vendor discounts, and onboard the first 200 users.
The Steward function exists only until Phase 2 activation. When the hex reaches density, the Steward dissolves into the protocol — governance passes to the sortition jury system. Nobody governs RESTORE permanently. Not even its founders.
